Is it possible to collect feedback for a candidate from previous employers?

Summary:

Client currently is using Taleo and they have the capability to send emails to the candidates previous employers/supervisors, who are not part of their organization, from within Taleo to collect feedback about the candidate.

This is a very critical evaluation step for the client in their Recruiting process. Is there an equivalent feature/functionality in ORC?

I am aware we can use the Collect Feedback action, but this is restricted to sending emails only to people who are within the organization (have active worker records in Oracle Cloud).
