request letters of recommendation

Summary:

We are a Higher Ed institution and would like to be able to collect letters of recommendation during the application process. We're looking for roughly a process like this: Candidate enters name and contact information for references, an email is sent to references asking for a letter of recommendation, reference uploads their letter of recommendation, letters of recommendation are available with other documents related to the candidate (e.g. cover letter, etc.).

Does Oracle provide something along these lines?
