Can I dictate what order the PQQs are shown on the candidates application form?

I would like to add some questions to the prescreening form, but I want them to be in a certain order is there a way I can do that? At the moment I can do it if I the recruiter picks the questions but I would like to have them automatically added to internal applications only and it doesnt seem to matter which order I add them they dont go on the application in the order I want them to, any ideas?
