We observed additional hiring done on the Req before it was marked as Filled

As per expectation, the requisition should have been marked as Filled once it hits the 7 mark but we observed an additional candidate was hired on this Req

I have observed this when we test in lower pods and move candidates quickly. But in this case (live environment), the last three hires were done on 9/16 , 9/23 and 9/25. The Req was marked as filled on 9/25.

So I am trying to wrap my head around as the Req should have filled on 9/23 itself.
