Why can I access the Connections Profile page through Journeys' Contact Us section?

Summary:

The profile option HCM_CONNECTIONS_ENABLED is set to 'N' but why I can access the Connections Profile page when I click on a person's name under Contact Us section on the Assigned Journeys page?
