How to send a notification to candidate embedding the assessment URL ?

We are working to implement a pre-assessment integration. After first interview, we are able to initiate the assessment, and the response received is the status updated to Initiated and the partner is sending the AssessmentURL. Expectation is to send a notification from Oracle and include the AssessmentURL in the message for the candidate to take assessment upon receiving the notification.
