Retroactive payroll does not calculate results after change in pay rates

Summary:

There is a change in shift pay rates effective from Jan 2024. However the payroll is already run through Sep 2024. We want to run the retroactive pay effective Jan 2024 so that the employees are paid basis on new shift pay rates.

Below is the sample existing configuration in UDT where we updated the "Value" column with new rates -

The retro report did not result in the employees we were expecting which is around 200 employees.

What are we missing? Or how else can we process the retro amounts due for the employees?
