Manage activities button not visible at course level

Summary:

For testing a SCROM learning content, we create the course and offering with the self paced activity. Any issues identified are noted and the course is completed. The issues are fixed and a new content is uploaded.

For testing again, instead of reassigning the course, we were hoping to find the 'Manage Activities' button at course level. So that we can Reset All Activities and test again.

This is for testing voluntary learning. We can see the 'Manage Activities' button at offering level but not at the course level.

Are we missing any security role or is this working as expected?
