Hire a Person - specified regions not visible

Summary:

After migrating the Hire a Person personalisations from the Redwood Helper Tool, certain regions that are set to display for specific Legal Entities (e.g. Communication info) are not showing in the page when that condition is fulfilled.

The Business Rules have been imported and the field personalisations are working as expected. However, our rules currently hide and show certain regions for different Legal Entities. This is not currently working. Even if the LE condition is removed, I cannot seem to get the regions marked as Visible to show in the flow.
