Oracle Recruiting View Job Applications outside of Areas of Responsibility scope

We would like to Grant recruiters specific access to Requisitions Scope by Organization Hierarchy at the Business Unit Level.

Our issue is we would like to grant Recruiting users visibility to see that there Candidate has applied to other Requisitions outside this Scope.

Example - Recruiter has Scope of Origination Hierarchy Node Organization 1

But Candidate has applied to a Requisition in Organization 1 and Organization 2.

When viewing the Candidate they cannot see the Job Applications in Organization 2.

We do not need Edit access only to know which Requisition Number and Recruiter Name and the Application Status so the Recruiter can coordinate with the Recruiter on Organization 2 to see if there will be proceeding with Candidate or compare other notes.
