Is it possible to remove "Protect" flag from EFF and edit it

Summary:

We are trying to modify the "Job Legislative Information" EFF but when we are trying to save, it does not let us do so because its protected. Is there a way to remove the "Protect" flag and edit these EFF and save it ?
