How to remove Extend Offer option from recruiters?

Hi All,

We have two types of recruiters. One will create the offer and another will only extend it to candidate.

The one who creates the offer shouldn't be able to Extend it.

When i am removing the priviledge "Communicate Job Offer" its also removing the option to create offer letter.

Do we have any specific role that will only remove the option to extend/accept the offer letter?
