HDL for Changing Hire Date of Terminated Employee

I am trying to change the start date of a Terminated Employee. However, I am getting an error while doing it.

The HDL which I am using is:

METADATA|WorkRelationship|PeriodOfServiceId|PersonId|LegalEmployerName|NewStartDate

Error which I am getting is:

You can't perform this operation {CUSTOM_METHOD} on a terminated work relationship.
