Working hours defaulting when Location, Dept, Job changed

We are entering a change in working hours (!= standard working hours) and observing that Working hours is getting defaulted to Standard working hours when Location/Department is changed in Hire an Employee page.

We have not defined any duration or defaulting value in Department/Location configuration.
