Is it possible to add a new tile under Me > Pay with a direct URL?

We are trying to add a new custom tile with a direct URL under Me > Pay. (See below)

We have tried various ways via sandbox and have found if we create a new quick action, it does not display in the tile menu like the screenshot above.

However, if we duplicate an existing quick action that already displays as a tile such as 'Payment Methods', it will create a new tile but URL does not work and will navigate to the page that we used to duplicate.

Does Oracle not allow us to create custom tiles?
