The Overtime Hours at Plain Time CIR is no longer supported

We had an SR (3-37381423001) regarding a retro error for the element "Overtime Hours at Plain Time CIR" in Oracle Fusion. The issue was caused by some older entries related to this element. The suggested solution in the SR was to remove these entries, which resolved the error. However, it was also mentioned that this "CIR" element type is no longer supported.

Could anyone please provide the supporting documentation on this, as well as details on what is needed to create the new element and why it is not supported now?
