Requisitions are not being submitted to Top worker participant

Summary:

Requisitions are not going to Top worker participant (CEO) . But CEO will not approve instead it is being delegated to another SVP .

Job Level Hierarchy is enabled:

For Ex:

Top Worker participant is set to job level 70 - our CEO

When I submit my Requisition , it goes to my Manager (Job Level 50) and next level goes to Director (Job Level 60). Here it stops.

It is supposed to go to CEO (Reassigned to SVP)
