Salary Change mutually exclusive from other field changes in Promote workflow

We have a separate approval flow for the Promote and Change Salary workflow as below:

Promote approval flow:

HR Approver Rep > Division Head Rep > CHRO Approval Group

Change Salary approval flow:

Line Manager > Division Head Rep > CHRO Approval Group

The business gave a requirement to add the Change Salary approval flow in the Promote workflow.

So we created 2 separate rules in Promote workflow - one for only Change Salary and the other with a combination of Change Salary and other fields in Promotion

Combination approval flow:

HR Approver Rep > Line Manager > Division Head Rep > CHRO Approval Group

However, we are not able to make the Change Salary mutually exclusive from the combination rule. When we are only changing the salary in promotion, both the Change Salary and combination rules are triggering. Please help us in this issue.
