EXACS dedicated infra for DB billing based on OCPU

We are using EXACS dedicated infra for DB and currently allocated with 2 VM's under cluster. For each cluster count of OCPU was given as 12 instead of 126. Since we are using 2 VM's 24 OCPU are allocated out of 252. Can someone please help me in understanding if the billing would be done for 252 OCPU or only 24 OCPU's?
