Allocate checklist quick action lands into a blank page

Custom recruiter when added to contingent worker person type Navigation- My client groups>Show more>Employment>Allocate check list When user clicks on the Allocate checklist, it opens up to a blank screen. User- Contingent worker Role- Only the custom recruiter role Combinations that we have tried- Custom recruiter role with seeded Contingent worker role- Issue persists. Custom recruiter role when allocated to an employee who just has this role- Issue persists. Custom recruiter role with seeded contingent worker role- Issue persists. Custom recruiter role when added with custom employee role- it works. Kindly help us understand this behavior or if any privilege is missing.
