Approval Rule sets configuration

Hi Team

We have one use case for Local and Global transfer approval rule , where we have 2 rules sets with 8 number of conditions in which one condition has 3 levels of approvals and rest all has only 2 level approvals all these approvals are AOR related , so we have used Approver types as Representative.

So here in highlighted rule we are facing issue , like the expectation is after HR Management has approved the transaction then it should go to HR Rep user but we see approval is available for both users at the same time and if one approves transaction is getting completed .
