Should I create a separate git repository for an app that will be embedded in HCM

In short, I'm curious on the best practice on how to set up git for an app that isn't an extension but will be embedded into our HCM app. Given that we already have a git repo for HCM extensions.

So, we have a git repo for our HCM extensions, and that all makes sense. But if I was going to create an entirely new app flow that utilizes the HCM services (APIs) as a source and/or target for data with the intention that it will be embedded or accessible from HCM's pages should I create an entirely new repository and treat the app flow like an entirely separate application in terms of developing?
