Disable / Remove Approval Attachment Pop-Up, or Personalise with Text?

Summary:

Clicking 'Approve' on (resignation) approval notification triggers a pop-up which allows loading of attachments.

Client wants to remove the attachment functionality, links below show this has been raised before but advised this isn't possible; it's also been raised in Ideas Lab.

If removing / disabling attachment functionality on the approval pop-up isn't possible, can anyone confirm if it's possible to personalise the pop-up by way of adding text, ie. 'Please do NOT add attachments to this approval'? Have tried various methods to invoke personalisation option but none have been successful.
