Social Insurance or Pension Fund Element assigned Automatically for UAE workers

We are implementing Compensation Management for a client in the UAE. Currently, the Social Insurance or Pension Fund element is automatically assigned to workers with the person type "EMP." However, our client prefers not to assign this element to any workers. Could you please suggest how we can prevent the automatic allocation of this element (source: Deduction Card) to workers? A screenshot is provided for reference.

Note- these workers are loaded through HDL
