business justification field only displays when environment refreshes

Summary:

We are using position based requisition. As we create requisition and progress to the next sections, the environment refreshes and displays like this:

The only change we noticed after the refresh is that the Business Justification field displays like the one below

Below is how Basic Info section looked like when we are completing the first few steps.

Why is the field Business Justification not displaying in the Basic Info section initially? It will only display after we progress and enter values on the fields for the next sections followed by refresh? We want this field to display all the way and not only when the page refreshes.
