Hiring Manager can't see new employee Journey but receives notifications

We have a hiring manager, listed as hiring manager on requisition who is getting the notifications of Journey progress but can't see anything when they click on the notification.

HR has visual but the hiring manager doesn't. Odd that they are getting the notifications but then can't see anything when clicking on it.
