Where do I get a webhook URL from?

Hello,

We're setting up an integration with Syniverse in Recruitment Booster for SMS messaging. We need a webhook URL for this integration, however I can't figure out where to get the webhook from? Is this something I can generate from Oracle HCM / create in Oracle HCM?
