business rule not appearing Visual basic studio

Summary:

On the screen Personal Details, we wanted to add a business rule to modify visibility/editable of some fields.

On the Manage Administrator Profile Values we had enabled the profile option ORA_PER_PERSONAL_INFORMATION_REDWOOD_ENABLED.

We navigated to Visual builder studio from Administration on the screen Personal Details.

On Express mode we clicked on Configure Fields and Regions, but we could not create rule on that screen and clicking on Start Preparing does nothing.

On Advance mode, the tab business rule is not visible at all.

Please advise how we can enable business rule in visual basic studio.
