OTBI Leave Learner on Report with Empty Completion Date?

Summary:

I have a OTBI report with a list of team members. All team members are required to complete Course A. Some have completed it and some have not, nor have they been assigned/registered for it.

Is there a way to have both sets of team members on the same list? I'm picturing the list of all employees showing completion dates for the ones that completed it, and a blank field for those that have not/not been assigned.

Is this possible?
