Duplicate check for contingent workers tagged as 'Not managed by HR' converting to employees

Summary:

Hi team - we have few contractors created as 'Not Managed by HR' type. We would like to perform duplicate check when we hire an employee so that the contractors who are converting to employees can use the same ID and not create a new one. Currently the check doesnt check for this type of contractors. So, is there a way to do it?
