Summer absence requirement integration with Payroll

We have a client requirement as below. Any ideas on how this can be achieved is much appreciated:
There is a accrual absence plan (Remote working request) that is front loaded as 20 days in a year. Company provides the flexibility to employees that they can raise more than 20 days in a year especially during their summer holidays (July and August) to spend time with family.
During this period, employees accrual balance for remote request should not be deducted, however a salary component deduction should happen in Payroll.
Since at the absence plan level, there is no deduction of absence balance, the absence entitlement element is not inserted to Element entry screen for the employee and as a result deduction is not happening in Payroll.
