Alert Composer Notification based on Employee's Country

Summary:

Hi,

We have a requirement where the alert notification for Personal Payment Methods should be triggered to specific users based on employee's country. If employee is from US, it should be triggered to user1; if employee is from India, it should be triggered to user2. I am not able to find any token related to country. Can we achieve this requirement using AOR or something?
