How to populate Address Fields when External candidate applied for the Job?

When external candidate applied for the Job, Usually when a country is selected, associated state/province/city fields appear. However for 1 country, when the country is selected, the country box removes the value, it shows as blank and the user cannot proceed because it's a required field.
