Restricting Transfer Order Changes when shipment lines are Interfaced to 3PL

Hi,
We are looking for Restricting the Transfer Order change. Whenever transfer order is created and its shipment lines are interfaced to 3PL for the fulfillment, after that If user try to do changes onto the same Transfer Order, it should restrict the changes and should have an error.
It is allowing to change without any error which is not required.

Facing Issue - It is allowing to change without any error which is not accepted behaviour.

So, We are looking for an Restriction on transfer Order changes with an error when shipment lines are interfaced to 3PL.

Help is required.
