Can we add LCM actual charges without adding estimate charges

Hello,
I have a question please.

We have a customer, they receive LCM invoices even before material receiving, so they enter the estimate LCM charges in actual amount just as the Actual amount in the invoice. Is there a way to add only the actual invoices without Estimate (or make only one step instead of two), as the amount is the same.

I have found this reply in Oracle documnt number (Doc ID 2226990.1) but I can't understand it.

You don't need an estimation, you can use the actual landed cost where in you can create an trade operation from an charge invoice. The catch with this flow is if the receipt is already consumed by the time an actual charge comes in, based on the cost method, the receipt is revalued or cost is writtenoff.
