Personal Info approval workflow with Phone Type condition

Has anybody successfully implemented an workflow approval with a Phone Type or Email Type condition?
We are experiencing an error in the approval workflow for Personal Info when a condition on Phone Type is applied, specifically during deletion.
Our client requires the following approval logic for phone records:
HR Assistant Approval: Triggered when an employee creates, updates, or deletes their phone record with Phone Type = HM.
Auto-approval: Applied for all other phone types (Phone Type != HM).
The approval workflow operates correctly when the rule is created without a phone type condition, allowing create, edit, and delete actions to proceed without errors.
