Error on extending job offer

Summary:

When attempting to extend a job offer, the following error occurs:

The job offer couldn't be extended.  There was a problem with the job offer letter. (IRC-1590777). 

This job offer can't be extended because the job offer letter wasn't created by the BI Publisher server.

I was able to preview the job offer. I also tried to replicate the issue in the lower pod, but I couldn't, as I was able to extend the job offer to other candidates, even though I used the same attachment that was attached to the concerned candidate.

Why is it erroring for that specific candidate? Could it be because their name is longer than the others?
