Payroll flow security matrix

Summary:

I have an issue where some of payroll managers from a different business unit can see all the flow so how to fix it as per I made some changes and for each role I but it is own payroll flow

N.P: they are fall in the same legislative so I made for each role for different business units "View all Legislative" also I attached document for more info.
