Disabling the offer letter download option only to a candidate

Shall we restrict the download option that is available for the candidate while accepting or declining the offer letter?

After the recruiter extended the offer letter, the candidate would receive an email with the link that would point out the page where the candidate can accept or decline the offer letter. Along with these two options, the system will still allow the candidate to download the offer letter. Can we implement the restriction in such a way that the system should show the download option only if the candidate accepts the offer letter? Otherwise, the download option should disappear.
