National Identifiers not accepted by the system for New Zealand workers when there are leading zeros

When workers in our New Zealand group are being hired, National Identifiers with leading zeros are not being accepted by the system. Is this a system problem? Is there a system requirement to configure national IDs by country to accept leading zeros? If it's an actual problem, then we can submit an SR, but I'm curious to learn about other possibilities here first. Thank you in advance.
