Data security issue of using HsGetValue to build a Smart View report

We built a Smart View report with HsGetValue formula. We originally think when an user sign-on to oracle, he can only see the numbers with the pre-assigned Data Access Set.
However, when I use his account to sign-on, I can see the numbers of all ledgers even thought we didn't assign that specific Data Access Set to him. Please advise.

Assigned Job Role: General Accountant only (No BI Admin, Application Implementation, Financial Administrator role )

Data Access Set: VN_Ledger

Expected Result: This user can only see the numbers in VN but cannot see the numbers in other ledgers

Actual Result: This user can see the numbers for all ledgers even though we didn't assign those data access sets for him
