24D Manage Rating issue

Summary:

The manage rating option seems to be working incorrectly. We are under the impression that the ability to moderate ratings for a learning item is dependent on if you have the ability to manage the learning item - i.e., if you have the ability to manage a course then you have the ability to manage the ratings associated with it. If there is an admin that does not have the ability/access to manage courses/other learning items, then they shouldn't have the ability to manage the ratings associated with the learning item.
