Redwood Change Assignment page freezes for some employees

When performing Change Assignment Action, for some employees the screen freezes after we click continue on When and Why page. We are not able to proceed with the transaction even if we log out and log in, Clear Cache, pick a different effective date, pick different action or Action reason. This is happening with all custom and delivered HR Specialist, HR manager roles. Our Data Security Policy is not restricting access to any employees, but system is randomly erroring for certain employees. This issue is only happening in Redwood UI.

We have two business rules throughVBS which is looking at the security role and then makes certains fields vissble/hidden and manadtory, if we remove these rules then the screen is not freezing.
