Changes in Production during P2T refresh

Under one of our SR we have been told that we shouldn't do any changes to the Production environment during P2T refresh process going on. For example: we have development refresh planned for 29.11.2024 (no data masking, 48h), we need to do some changes in Production environment on 01.12.2024. We've been told we shouldn't start changes to the production until "refresh completed" notification received. Could you please explain why? Is it because environments need to remain in sync?
