Fusion Payroll: Retro process for all payrolls at once

The retro process in payroll, Recalculate Payroll for Retroactive Changes should be able to run once with all the payrolls. Currently, payroll is mandatory so we have to run with each payroll resulting in number of runs for the payroll user as we have 8 payrolls.
