Approval rules is failing and/or following wrong rule

Hello everyone,

The client has the following requirement for the "Change Personal Information" flows:

1. If PWK initiates, then autoapprove
2. If HR initiates, then autoapprove
3. If EMP initiates, and the changes are in A,B,C (i.e., Person Name, Disability Info, Passport), then Representative approves
4. If EMP initiates and the changes are in D,E (i.e., Phone Details, Email Details), then send FYI to representative and autoapprove
