Deep links resolve in redwood pages when Redwood is turned on

Summary:

We have enabled just a hendful of pages for redwood 0 namely security pages To our surprise, Payment Method and Tax Withholding deep links we had posted on our portal poitning to Responsive pages bypassed all configuration and resolved in showing the users the Corresponding redwood pages which we had NOT turned on. Please explain how to disable this feature and have Oracle not to point people to redwood pages not yet ready ready
