Order Modifiers not respected on Hard Pegged Items

Summary:

For an Item Hard Pegging is set as Project and Task, but when generating Planned Orders MRP is not applying the order modifiers on the planned order quantities and the Lot-Lot orders are generated.

How can we apply the order modifiers on these orders?
