Restriction for Helpdesk ticekt assignement

Summary:

We are looking for a solution where we can restrict everyone except the members of a particular Queue to assign any tickect to few specific resources.
Please help us to understand if its possible and if yes what can be the solution.
eg - We want only Queue A members to assign any ticket to resource p,q,r and for others system should throw error.
