Area of responsibility with Business unit is not working as expected
Summary:
Irrespective of AOR attached as Business unit, If HR and users are sharing same Location from different business unit , HR is able to access them.

We have Data role with Person security profile (AOR→ Scope Business unit)
- HR(Neha) has Business Unit (BU1) and location (LO1)
- Attached Data role with Area of responsibility →Scope (Business unit (BU1))
- HR is able to Promote user belongs to same Business Unit (BU1)
- But HR is also able to Promote users from different Business unit (BU2) and Same location (LO1) Which is not expected.
Please let me know what is causing this issue.
